All Short-Term Rentals within Visalia must register with the city of Visalia prior to operation. The governing Ordinance applies to all short-term rental operators within City limits and requires them to obtain a Short-Term Rental Permit and comply with the operating standards detailed in Visalia Municipal Code Section 17.32.166(B)(1) through (20).

Registration

In late 2023, Visalia enacted an ordinance that established clear guidelines and requirements for hosts to list their properties legally. The city defines a Short-Term Rental as any occupancy of a dwelling unit, or any portion of that unit for less than 30 days. If you would like to operate a Short-Term Rental in Visalia, you should:

  1. Review and fill out the City’s Business Tax Certificate and Business Tax Application. Business Tax Certificates are issued semi-annually and require fees to be paid ahead of each renewal period. Our renewal periods are January through June and July through December. For more information, you can email businesstax@visalia.city or call (559) 713-4326.
  2. Complete a Short-Term Rental Application. Application* MUST be submitted to the City of Visalia Business Tax office located at: City Hall West: 707 W. Acequia Ave. Only one application is allowed per parcel. If applying for multiple parcels, you must complete a separate application for each parcel.

Additional information

  • In order to receive a short-term rental permit, you must be the owner of the property. To provide proof of ownership, applicants must submit a copy of the Grant Deed and, if applicable, a notarized Agent Authorization demonstrating that you (the applicant) are an authorized agent of the legal entity named on the Grant Deed as part of your application.
  • The owner or designated owner’s agent must be available twenty-four (24) hours a day, seven days a week, at the phone number provided below to answer any call from the City, an agent authorized by the City to make such calls and any guests staying at the property when the dwelling unit is being rented.
  • The owner may designate an owner’s agent with access to the dwelling unit and authority to fix any problems or violations of Visalia Municipal Code 17.32.166 and must be on the premises of the short-term rental at the request of an enforcement officer within forty-five (45) minutes of contact if needed.

Other Contracts and rules

It's also important to understand and abide by other contracts or rules that bind you, such as leases, condo board or co-op rules, HOA rules, or rules established by tenant organizations. Please read your lease agreement and check with your landlord if applicable.
