Short term rental properties registration
- As of the enactment of Law 6255, Resolution No. 138 / ENTUR / 20 and its annexes I, II, and III, as host of the Autonomous City of Buenos Aires you must register your space (s) in the Registry in charge of the Tourism Entity of the City of Buenos Aires Government, and add the Registration number in your listing(s). According to the aforementioned regulations, "Hosts must register all units with a residential destination affected by the activity of temporary tourist rental, whether it is a property that is offered in its entirety or a part of it."
- Please, bear in mind that those who already carry out the activity will have "180 days from December 1, 2020" to be able to register.
- Likewise, it is important to note that both the Law and the Regulations contain obligations associated with the practice which we recommend reviewing.
How to register
- To obtain the registration number in the Registry in charge of the Autonomous City of Buenos Aires, as a host you must register your space(s) digitally through the Remote Procedures system (TAD) of the City government. To do this, you must have the City Code (“Clave Ciudad”).

What requirements must I meet to register my space(s)?
- In addition to obtaining the registration number described in the previous section, you must present:
- A technical certificate signed by a competent professional reporting compliance with the safety and operating conditions of buildings.

- This requirement will not apply when:
- The host shares spaces in a period that does not exceed a total of sixty (60) calendar days per year.
- The host shares one (1) room of the space and lives with the guest in said property.
- By provision of the Tourism Entity, the date for the presentation of the technical certificate was extended as a requirement for registration to June 15, 2021. After that date, you must have the technical certificate to register.
- Documentation that proves the ownership of the unit or sufficient power for the exploitation and / or commercialization.
- Constitution of a digital address.
- Certificate of the contracting of civil liability insurance for damages against third parties.
- Co-ownership Building Bylaws and proof of communication that the space is being rented on a short term basis through the usual channels of communication, with acknowledgment of receipt from the Administration of the Consortium of Co-owners, if applicable.
- Description of the services offered, conditions on reservation and cancellation policies.
- Inventory of equipment and furniture at the time of application for registration.
- All other complementary documentation that the host deems pertinent for the purposes of the real estate registration, which will be considered an integral part of the presentation.How to include the registration number in an Airbnb listing?

What other obligations must I fulfill?
- Within the framework of these regulations, as a host of the Autonomous City of Buenos Aires you have other rights and obligations, which you can consult in the Law and Regulations.
Urban Use Right Perception Regime (DUU)
What is it?
- The Urban Use Right (DUU) is a fee that must be collected from non-resident travelers and remitted by hosts of temporary rentals to the City of Buenos Aires.
Who needs to collect it?
- The DUU is a fee that must be collected and remitted by hosts who share their space temporarily (among other providers) in the City of Buenos Aires.
When does this need to be collected?
- The DUU must be collected every time the hosts in the City of Buenos Aires receive non-resident guests of the Argentine Republic. An exception is made to non-resident travelers below 12 years old.
How to collect the DUU
- The amount of the collection of the DUU for temporary rentals is established at 75 US cents per day, per person older than 12, taken at the value of the official seller exchange rate by Banco Nación at the close of the business day prior to the end date of the stay.
- The DUU must be collected at the time of the end of the stay or “Check out” for the total number of days and the number of non-resident guests older than 12 years of age, with no maximum number of days.
- An invoice (or equivalent document) must be delivered to the traveler. In it, the DUU must be clearly identified in a single line. For example: "Law 6278 DUU" for all nights and the number of non-resident travelers of the Argentine Republic over 12 years of age.
- The DUU is not part of the tax base of the Gross Income Tax or any other tax, and can be collected in cash.
How to remit the collected Urban Use Right (DUU) to the Government of the City of Buenos Aires
- Hosts based in the Autonomous City of Buenos Aires must remit the DUU to the Buenos Aires City Government, if applicable, on a bimonthly basis, and must submit the required affidavit in odd months, every year.
- Both the generation and the presentation of the affidavit can be done through the application available on the website of the Administration of Public Revenues (AGIP), with a City Code (“Clave Ciudad”). Once submitted, the electronic payment instrument will be generated.
- To access the application for the first time, you must adhere to the "Urban Use Right" service.
- By means of Res. 26 / AGIP / 2021 the deadline for the presentation of the Sworn Declarations and the deposit of the sums received by the Urban Use Right, was extended until February 10, 2021 to operations carried out in the period between March 1 and December 31, 2020, both dates inclusive, which may be made in three equal, monthly, and consecutive installments..

Contracts and permits
- Sometimes, contracts and co-ownership regulations include restrictions that could limit the ability to share your space. Please keep in mind to review them.
- It is important that you check any contract(s) executed by you or your contacting landlord, the building’s administration committee, or the relevant authority.
- If your property has a mortgage (or is subject to any other form of loan), contact the lender to make sure there are no restrictions that limit the ability to share your space.
- Help your housemates get an idea of what they should expect if you share your own home.
- You may execute a formal contract with them whereby you indicate the rights and obligations of all parties. The contract may include, among others, issues such as the frequency you plan to host and what you will do to guarantee compliance with house rules.

Airbnb’s Cleaning Protocol
In this regard, infectologist Dr. Eduardo Lopez highlighted that “The COVID-19 pandemic has faced us with challenges to redesign our day to day, and resume activities in a way that is different from how we have been doing them. I celebrate Airbnb's commitment to the safety of the community as a sign of the responsibility of the private sector in helping to cope with COVID-19. Proper hygiene of spaces is essential and this guide, together with the indications of the relevant government authorities, is a very useful tool for those who work in the sector and who have been hit by the pandemic”.
Additionally, epidemiologist Dr. Roberto Chuit stressed that “In a context of exacerbated uncertainty, having up-to-date and reliable information is more important than ever, both for travelers and hosts. The Airbnb cleaning protocol is a comprehensive guide with well-founded concepts, easy to read, and applicable for users of the platform. Used as a complement to protocols and recommendations of local governments, I recommend its application”.
Additionally, Dr. Lopez made recommendations on Airbnb's Global Advanced Cleaning Protocol:
- As a general rule, if and when any personnel - regardless of their function - presents symptoms, or has been in close contact with a suspicious case, should not participate in the cleaning procedure, key delivery, etc, until their situation is defined.
- Sanitize: consists of using chemicals to reduce the number of germs, bacteria and viruses. For example, spraying chemical disinfectant on frequently touched surfaces such as doorknobs and other inanimate objects such as countertops, glass, etc. The chemical disinfectant to be used for this task can be diluted bleach water or quaternary ammonium compounds, which should eliminate viruses within 5 minutes of application.
- When it comes to sanitizing electrical appliances and electronic devices, precautions must be taken when choosing the chemical compound so as not to deteriorate the material. When in doubt, sanitization can be completed with an alcohol or alcohol gel cloth that also eliminates COVID-19.
- I suggest, optionally, finishing the cleaning with a disinfectant type deodorant that inactivates coronaviruses and that can be an added value to the care of the spaces that are shared.
- In case of not being able to carry out a remote check-in, at the moment of handing over the keys and providing the general instructions welcoming visitors, it is extremely important to maintain social distancing of 2 meters, avoid handshakes, use a facemask, and optionally use gloves.
- Suspicious cases and close contact: it is suggested to be aware of possible suspicious cases and close contacts to prevent these people from participating in the cleaning or maintenance process of the spaces. The updated definitions of the National Health Ministry can be consulted here.
Considerations of the National Tourism and Sports Ministry
Local governments are issuing health and safety guidelines that could include mandatory cleaning protocols. If the space you offer is in Argentina, we bring you guidelines and regulations issued by national government authorities which seek to mitigate the spread of COVID-19. Please remember that the National Tourism and Sports Ministry is informed by the recommendations of the National Health Ministry. We encourage you to check local guidelines for the requirements in your jurisdiction.
- As long as the spaces are kept clean and sanitized, the order of cleaning is not relevant.
- Take into account that the preparation is the same for all environments, and applies to all spaces.
- Although the protocol lists what must be cleaned, there is a risk of limiting cleaning, leaving unnamed surfaces that are important to sanitize as well. It is suggested that each host make their own list according to the characteristics of the space and the elements it contains.
- Take into account the recommendations referring to the "COVID-19 Protocol for Tourism Providers" document of the National Tourism and Sports Ministry in its section "2.4 Cleaning and disinfection" and "2.5.4 Waste" ¡, as well as the recommendations to prevent the transmission of the coronavirus in areas with movement of people.
- The National Health Ministry recommends washing hands for 40 to 60 seconds.

Wait before entering the space: The National Health Ministry protocols do not indicate time to wait to return to a space where a person who contracted COVID-19 has stayed. You are advised to contact your local health authority for advice.
What to do if you share a private room with shared spaces
- It is important that alcohol-based solutions are available in all environments of the space. Consult the following link to learn more about homemade facemasks.
- Ventilate shared spaces during stays: ventilation of closed environments, especially in winter or low temperatures, should be done regularly to allow air exchange. In other circumstances and places it is recommended that air exchange be ensured by opening doors and windows that produce cross air circulation.
Difference between cleaning and sanitizing
- Clean: The National Health Ministry recommends cleaning initially with water and detergent.
- Disinfect: The National Health Ministry indicates that surfaces should be disinfected with water, a container, mops or cloths, sodium hypochlorite for domestic use (bleach with a concentration of 55 gr per liter). To deep dive in the cleaning procedure, you can consult the following link.
- Bedding and soft surfaces: Please take into account the recommendations of the “COVID-19 Protocol for tourist accommodation” in its section “2.5.2 Rooms and whites”.
- Add bleach to the products necessary for cleaning the different environments of the house.
- Clean all hard surfaces with detergent.
- It is important to keep all dishes clean.
- When using a duster to remove dust from hard-to-reach areas, although the order of cleaning does not matter as long as proper disinfection is guaranteed, it makes sense that this should be done at the beginning so as not to soil what is already clean.
Provide cleaning supplies for your guests
To give the guests the possibility to clean on their own, it is suggested to include bleach, since it is the main product recommended by the National Health Ministry.
- Before you leave, be sure to unplug all electrical appliances.
- Separate your trash during your stay and take it with you when you check out.
- Choose public transportation.
- Consume local products.
- Re-use and recycle when possible.
- Take care of energy and water.

- Make sure that the space you share has a first-aid kit and indicate your guests where it is located
- Regularly check that the first-aid kit has all necessary items and restock any used supplies.
- Make sure to clearly indicate escape routes in the case of fire.
- Provide a map with the evacuation route where guests can easily see it.
- According to current law, the building’s administration committee is responsible for preparing an emergency plan for accidents, such as fires, earthquakes and similar situations that includes steps to take, before, during and after the accident, with a special emphasis as to evacuation during fires.
- Take a look at your space so as to identify any areas where guests may trip or fall.
- Do away with any elements that may imply a risk or clearly indicate it to them.
- Remove any cables that are in sight.
- Make sure that stairs are safe and have handrails.
- Remove or keep any objects that may be dangerous for your guests locked away.
- When you turn on the light or use an electrical appliance, make sure your hands are not wet.
- An appliance should never be unplugged by pulling from its cable because this may cause a fire.
- Socket extensions are dangerous if left within the reach of children.
- Any repair to an electrical system shall be made by an expert with a license.
- Verify that all electrical and fuel operated products in the space that you share have the correct certification.
- Remember not to overload socket extensions.
- Make sure that all electrical household appliances of your accommodation are installed according to the manufacturer’s instructions and comply with all security regulations applicable to your area.
- Remember that most electrical household appliances shall be installed by a professional.
- In the case of an emergency, select a meeting point at a safe distance from your accommodation where guests may get together in the case a fire occurs.
Moreover, you can follow the advice on responsible use and energy savings from the GCBA Environmental Protection Agency: lighting, air conditioning, appliances (washing machines, irons and items used for cooking ), and water.
Gas detection and fire prevention
Below, we provide some advice that may help you prevent accidents arising from gas or fuel manipulation in the space you share:
- If you have gas appliances, make sure they comply with the current security regulations and that you have installed a carbon monoxide detector that works properly.
- Provide a fire extinguisher and remember to check it regularly.
- Call your gas company if you smell gas, whether within or without the space you share. Natural Gas has no smell, but an odor is mixed with the gas in order to help detect gas leaks.
- Call your public services company if you notice something is out of the ordinary and that may turn into a dangerous situation.
- Do not light matches or create certain sparks near a place where you smell natural gas.
- Regularly check your gas operated devices in order to rule out any unusual conditions such as the production of soot or a yellow big and erratic flame of the burner.
- If you become aware of any of such unusual conditions, or any other, contact an authorized heating company.
- Technical support shall check devices, at least, once a year.
- You and all of your family must know the location of the general shut-off valve of your gas facilities.
- Quickly close the general shut-off valve in the case of an emergency.
- Do not allow amateurs or personnel with undue training and certification to touch or handle the gas facility.
- Do not handle or install, on your own, gas operated devices, ventilation devices, injector or ejectors that modify the movement and circulation of air masses.
- Clearly urge your guests not to carry out such manipulations or installations on their own,either. The manipulation of said elements must be carried out by a person or entity with the pertinent authorization and prior communication to the administrator or whoever takes his place. Violation of the above may result in fines for the owner or occupant.
You can follow the advice on responsible use of gas from the National Energy Secretariat, as well as the advice to reduce electricity and gas consumption from the GCBA Environmental Protection Agency.
Instructions in the case of detecting the smell of gas
In the case you detect the smell of gas, follow the follow instructions:
- Do not operate any switch nor turn on any electrical appliances.
- Do not light matches or burners and do not smoke.
- Open doors and windows so that the space is ventilated.
- Close all gas operated devices’ controls and the general shut-off valve.
- Do not reopen the general shut-off valve until the gas facility or the broken devices have been repaired.
Handling of gas cylinders
In the case that in the space you share there are gas cylinders, we suggest taking into account the following instructions:
- Cylinder changes shall always be made with a closed cylinder head, in order to minimize the quantity of gas being released into the atmosphere.
- Cylinder changes shall never be made near sources of heat or fire, such as burners, cigars or heaters.
- Propane and butane gas are heavier than air, therefore, both full and empty cylinders shall always be placed in a vertical position.
- If a gas leak occurs, you shall not open or close any electrical circuit because they may cause shocks that could start a fire or result in an explosion.
- Some guests travel with children and need to know if your accommodation is suitable for them.
- You can use the Additional notes section, within Details in the listing of your Airbnb account, in order to indicate any possible risks or explain that your accommodation is not suitable for children nor babies.
The correct functioning of appliances, such as heaters or air conditioner devices is essential because it can greatly affect your guests’ stay. There are many ways you can make sure your guests feel comfortable:
- Make sure that your accommodation is properly ventilated.
- Indicate how to use the heater and air conditioner properly.
- Check that the thermostat is working properly and make sure that guests know where it is located.
- Check appliances regularly.
- Determine a guest limit in the space you share in order to guarantee safety therein.
- The building’s management committee may have certain regulations governing such matter.
Part of being a responsible host consists in helping your guests understand the best way of interacting with your community. By explaining local regulations and customs to your guests, you are contributing to the creation of a great experience for everyone.
- If your building has common spaces or shared amenities amongst all residents, inform your guests of the regulations that they must obey in the case they have access to them.
- You can include house rules in the Additional notes section within Details in the listing of your Airbnb account.
- Guests usually appreciate your informing them what you expect of them before their arrival.
- Your informing your neighbors that you are planning to share your space is highly recommended.
- This shall give them the chance to let you know if they have any objection or if there is any matter you should consider.
- Let your guests know beforehand that noise may bother your neighbors.
- If you are concerned that, during their stay, your guests may disturb neighbors, you can avoid their making excessive noise in different ways:
- Determine a quiet hours policy.
- Check applicable local regulations in each case. Specific regulations determined by Local Ordinances may exist.
- Do not allow the presence of pets.
- Indicate that your accommodation is not suitable for children nor babies.
- Airbnb has established a global ban on all parties and events at Airbnb listings, including a cap on occupancy at 16.
- Communicate any parking regulations of your building and neighborhood to your guests.
- Check your co-ownership regulations in order to make sure that there are no restrictions regarding pets.
- If you allow guests to bring in their pets, they will appreciate your indicating the proper places to walk them and where they may dispose of their waste.
- You may also offer alternative options, as may be necessary, such as a nearby pet kennel, in the case a guest’s pet disturbs the neighbors.
- Always respect your guests’ privacy.
- Our surveillance devices regulations clearly indicate what we expect from our hosts.
- However, in some locations, additional laws and regulations may exist that you shall be informed of.
- If you do not allow smoking within the accommodation, we suggest your posting signs to remind guests thereof.
- If they may smoke, provide ashtrays for their use in the areas where they may do so.
- In addition, we suggest you check the condo or building regulations because tobacco consumption restrictions may exist in public spaces.
Talk to your insurance company or carrier to determine what type of obligations, limits and coverage you need according to your particular circumstances.
Host damage protection and Host liability insurance
AirCover includes Host damage protection and Host liability insurance, which provide you with basic coverage for listed damages and liabilities. However, these don’t take the place of homeowner's insurance, renter's insurance, or adequate liability coverage. You might need to meet other insurance requirements as well.
We strongly encourage all Hosts to review and understand the terms of their insurance policy coverage. Not all insurance plans will cover damage or loss of property caused by a guest who books your accommodation.
